Get yourself a bob
We usually tend to equate fullness of the hair with its length, but shorter cuts such as bobs and lobs make your hair look a lot thicker and more voluminous. These lengths provide a lot of volume and body as they sit perfectly around the collarbone and shoulder area. Plus, the added bonus is that as the hair grows, it naturally pushes the hair up for more fullness and volume.
Add some layers
